While Medicare and Medicaid are important components of health care for seniors in the U.S., it can also be confusing to differentiate which one is used for what services, and what tiers of insurance to add to your plan. In many cases, mPERS (mobile personal emergency response systems) are covered by these plans, making them much more accessible and affordable options to provide better safety and security. It is important to understand both programs ahead of the anticipated 2025/2026 changes, and how they can be used to enhance personal health and safety plans.
What is Medicaid?
According to the Medicaid.gov website, Medicaid is “a joint federal and state program that, together with the Children’s Health Insurance Program (CHIP), provides health coverage to over 77.9 million Americans, including children, pregnant women, parents, seniors, and individuals with disabilities. Medicaid is the single largest source of health coverage in the United States.”
To qualify for Medicaid, federal law requires individuals to be part of one of the groups outlined here. A few examples of included groups are individuals receiving Supplemental Secure Income (SSI), low-income families, working disabled, qualified Medicare beneficiaries, qualified disabled and working individuals, etc.
According to KFF, an independent source for health policy research, polling, and news, Medicaid is the main source of long-term care coverage for Americans. The combination of federal and state Medicaid spending makes up “nearly one-fifth of all personal health care spending in the U.S., providing significant financing for hospitals, community health centers, physicians, nursing homes, and community-based long-term services and supports.”
Medicaid coverage may apply to PERS and mPERS devices under the Home and Community-Based Services. Note that Medicaid coverage can vary from state to state, and it is highly recommended that individuals reach out to state agencies to confirm what is covered.
What Is Medicare?
According to the AARP, there are more than 67.4 million Americans enrolled in with more than 60 million ages 65 and older. Medicare can help to pay with a variety of items, including hospital stays, doctor visits, surgery, some medical equipment, PERS and mPERS, and more.
Again, AARP is a great source to learn about the several Medicare plans and coverage options, and we advise that seniors or caregivers review these plans before a senior’s 65th birthday.
Part A generally covers hospital and skilled nursing centres stays, as well as certain home health services and hospice care. It is generally free for most individuals and is included whenever Medicare is applied for.
Part B generally covers doctors, outpatient and preventative care, diagnostic tests, etc. It does cost a small deductible. As per AARP, “A monthly premium for Part B is $174.70 for most people in 2024, higher if your income is more than $103,000 as a single or $206,000 if married filing jointly. And if you’re collecting Social Security, the monthly premium will be deducted from your monthly benefit.”
Part C is often known as Medicare Advantage (MA), and sometimes will include partial coverage for PERS and mPERS devices. It is offered by private insurers, and “by law, MA plans must cover all Part A and Part B services, and most include Part D. Some plans also provide extra benefits that original Medicare doesn’t, such as dental, hearing and vision.”
